Catalyst for Inclusive Economic Development

Murphy Crossing is a key 20+ acre site owned by Atlanta BeltLine, Inc. directly on the Westside Trail with significant potential to positively impact development in southwest Atlanta. Situated at 1050 Murphy Avenue, the property sits within the Oakland City neighborhood and is bordered by the neighborhoods of Adair Park and Capitol View. It lies in close proximity to the Oakland City and West End MARTA stations, providing a critical conduit for connectivity and development within southwest Atlanta.

In September 2022, ABI announced its selected finalist in its Request for Proposals (RFP) to redevelop the site. The finalist is real estate development company Culdesac, Inc., who will partner with Urban Oasis Development, Kronberg Urbanists + Architects, LDG Consulting and T. Dallas Smith and Co. to realize the new mixed-used development.

The plan has prioritized high density, transit-oriented development focused on preserving land for pedestrians and bicyclists in outdoor spaces protected from cars. The open layout will also include housing and retail in a mix of new and existing buildings to create connectivity with the surrounding neighborhood. Additional components will include a grocery store, retail and dining options, co-working spaces, arts and culture programming and a farmers’ market – in tribute to the land’s historic fabric and character.

One of the key components of the project is its investment in residential and commercial affordability. 25% of the residential units will be designated permanently affordable with an additional 5% deemed affordable for at least the next 30 years. The target AMI is between 60% and 80%. Additionally, Culdesac intends to offer 30% of all retail and light industrial spaces at an affordable rate to small businesses in the area.

The purchase of Murphy Crossing and the nearby Avon property are part of ABI’s land acquisition strategy to further its equity, affordability and inclusion goals through intentional development, employment and housing options, and transit connectivity.

The investment at Murphy Crossing is part of an estimated $800 million of private investment underway within a mile of the site, including projects newly-constructed, in progress or in the pipeline. The site sits at the heart of the existing and expanding commercial nodes of Pittsburgh Yards®, the MET, Lee + White, and West End Mall.

Culdesac has intentionally partnered with Urban Oasis Development, helmed by principal Joel Dixon. Joel is a legacy resident that was raised – and still lives – nearby the site. Dixon has been involved in meetings and discussions around Murphy Crossing since the early days of the process. The joint venture with his company demonstrates the commitment to include neighborhood voices.

The project is in the early stages of design and is being refined based on input from the local community. ABI is in the process of transferring community engagement to the development team and will continue to operate in a support role. Murphy Crossing Background

The site owes it’s name to a combination of Atlanta history and the built environment. Anthony Murphy, after which Murphy Avenue is named, is a larger-than-life historical figure in the City of Atlanta. He was involved in the development of Atlanta’s Waterworks and the Atlanta Public Schools system. He was also a resident and property owner in the adjacent neighborhood of Adair Park. 1050 Murphy Avenue is located at the point where Murphy Avenue crosses the railroad (now the Atlanta BeltLine Westside Trail) and the local brand of Murphy Crossing was born.

In the 1940’s, the property operated as Georgia State Farmers market (which was separate and apart from the Black Farmer’s Market in the nearby Pittsburgh neighborhood on University Avenue). After an earlier purchase by the City of Atlanta, the initial property was then purchased by Invest Atlanta in 2014. In 2018, a 2.5-acre acquisition, which includes the former Georgia Archives and History Warehouse, expanded the property to 20 acres. In the formative days of Atlanta BeltLine, Inc., a study was conducted by Alex Garvin & Associates that envisioned Murphy Crossing as a transformation mixed-use space to include greenspace and an infill transit stop: the The BeltLine Emerald Necklace: Atlanta’s New Public Realm.

A dozen warehouses and buildings occupy the fully asphalt and concrete site. Currently zoned for Light Industrial uses ( I-1 ), the property is located in the Atlanta BeltLine Tax Allocation District (TAD), within the BeltLine Overlay District. The Atlanta BeltLine Westside Trail borders Murphy Crossing to the north, with Warner Avenue forming the southern border, Allene Avenue to east, and Murphy Avenue and Sylvan Road to the west. The Adair Park, Oakland City and Capital View neighborhoods are immediately adjacent to the property, although the address properly resides within the Oakland City neighborhood in Neighborhood Planning Unit S in Council District 12.

The Atlanta BeltLine Redevelopment Plan, ABI’s foundational document, identifies “Murphy Triangle” as one of the project’s key redevelopment centers

2009

Community helps envision future uses of the Murphy Crossing site in the “Atlanta Farmer’s Market Reuse Plan” completed as part of the first Subarea 2 Master Plan

2014

Roadmap for Thoughtful Redevelopment

The development of Murphy Crossing is envisioned as a redevelopment project that will drive economic activity in the immediate and surrounding areas, and help make this area of Southwest Atlanta a destination and a hub growth and job creation. With Culdesac as the named finalist for redevelopment of the site, ABI is transferring community engagement to the development team. ABI will continue to operate in a supporting role. The project is in the early stages of design and will be refined based on input from the local community. The Stakeholder Advisory Committee is a representation of the communities in closest proximity to the redevelopment of Murphy Crossing. The Committee gave input on the development of a request for proposals (RFP) for the site. The committee also assisted Atlanta BeltLine, Inc. BeltLine Overlay Legislation

In 2007, the Atlanta BetLine Overlay District was created to establish a zoning district superimposed on the existing underlying zoning district, but having validity in governing the use of the property. The regulations establish a set of criteria relating to certain characteristics for development opportunities in the Atlanta Beltline planning area. The regulations address site limitations, streetscapes, relationship of building to street, loading areas, lighting, fencings, vehicular and bike parking, etc.
